Tom Stabley

Tom Stabley

Chief Executive Officer

Tom Stabley serves as Chief Executive Officer of Keystone Clearwater Solutions and Hydro Recovery, responsible for the Company’s Operations, Corporate Strategy, Growth, and Accountability. Prior to joining Keystone and Hydro, Tom served as Chief Executive Officer of Rex Energy Corporation, a State College based, publicly traded oil & gas operator which was sold in 2018. During his 16 years with Rex Energy, Tom served in various roles, including Chief Financial Officer and President and CEO.

During his tenure with Rex Energy, Tom led the organization and was responsible for its growth, including several major transactions, which included doubling its acreage holdings in the Appalachian Basin. Tom’s extensive experience in the Shale Gas industry has made him a natural fit for the leadership of Keystone Clearwater. Tom possesses a unique understanding of the Oilfield and Industrial Services business and is well positioned to lead the organization into the future.

Tom is a native of Williamsport, Pennsylvania and University of Pittsburgh. He lives and works in State College, PA, with his wife and family and is an avid outdoorsman.

 
Daniel Dalton

Daniel Dalton

President and Chief Operating Officer

As the President and Chief Operating Officer of Keystone Clearwater, Dan Dalton manages all aspects of Keystone’s water-transfer support services, water transfer pipeline construction, and other water transfer services. Mr. Dalton has developed extensive experience in hydrogeology, environmental permitting, and various other geotechnical applications through the completion of many high-profile oil & gas and water infrastructure assignments while employed as a geotechnical consultant.

Currently, Mr. Dalton provides direct oversight and management of all water-transfer, pipeline engineering, and all other water transfer projects and operations for Keystone Clearwater throughout the Appalachian Basin.

Highlights from a sample of projects managed and completed by Mr. Dalton include the following:

  • Turnkey water-transfer services for several multi-national Oil & Gas Exploration & Production Companies operating in the Appalachian Basin.
  • The permitting, planning, development, and operations of four SRBC-permitted water intake locations in the Commonwealth of Pennsylvania.

Dan Dalton lives and works out of Keystone Clearwater’s headquarters located in Hershey, PA. Dan graduated from West Chester University in 2006 with a B.S. in Geology.

 
Curt Walker

Curt Walker

Chief Financial Officer

Curt Walker serves as Chief Financial Officer of Keystone Clearwater Solutions and Hydro Recovery, and is responsible for financial and internal control activities, including those relating to financial planning and reporting, accounting, budgeting and forecasting, insurance and financial management. Prior to his roles with Keystone and Hydro, Mr. Walker served as the Chief Financial Officer for Rex Energy Corporation, a State College based, publicly traded oil & gas operator which was sold in 2018.

Throughout his tenure with Rex Energy, which spanned from 2007 through 2018, Mr. Walker served in a number of financial positions with increasing responsibility, including Director of Accounting, Vice President of Accounting and Chief Accounting Officer. Prior to Rex Energy, Mr. Walker spent four years with USF Glen Moore (a former subsidiary of YRC Worldwide, a publicly traded Fortune 500 trucking and transportation company).

Mr. Walker holds a Bachelor of Science degree in Accounting and a Masters of Business Administration, both from Shippensburg University. He resides in Mill Hall, PA with his wife and two children and splits his time working out of Keystone Clearwater’s headquarters located in Hershey, PA and Hydro Recovery’s headquarters office in State College, PA.

 
Jeffrey Wehler

Jeffrey Wehler

Senior Vice President

Jeff Wehler currently serves as Keystone Clearwater’s Senior Vice President, supporting Keystone’s Water Transfer, and Construction business lines in Pennsylvania, Ohio, and West Virginia. Jeff is predominantly focused on business development, strategic growth, and corporate and financial optimization initiatives for the Company. Jeff initially joined Keystone Clearwater during January 2013 as the Director of Business Development, managing all aspects of Keystone’s business development, sales, and marketing functions. Jeff has developed significant experience in managing the planning, design, and development of Keystone’s water transfer projects, including pipeline design, intake development, and water-transfer services.

Prior to joining Keystone, Jeff was a Vice President with M&T Bank’s Commercial Banking Group located in Philadelphia, PA. During his time at M&T, Jeff managed a portfolio of corporate customers and helped develop M&T’s entry into the Greater Philadelphia marketplace. Jeff has developed significant experience in financial analysis and credit underwriting. While at M&T, Jeff represented his clients in financing acquisitions, recapitalizations, and other traditional corporate finance transactions.

Jeff Wehler lives with his family in Hershey, PA and works out of Keystone Clearwater’s Corporate Office in Hershey. Jeff graduated from Franklin and Marshall College in 2005 with a B.A. in Business Administration.

 
Mike Eck

Mike Eck

Senior Vice President

Mike Eck currently serves as Keystone Clearwater’s Senior Vice President responsible for oversight of Keystone’s Health, Safety & Environmental function along with operations at Hydro Recovery’s water recycling/disposal facilities.

Prior to joining Keystone, Mike was the Senior Vice President of Risk Management at Rex Energy.  During his time at Rex Energy, Mike oversaw Rex’s Risk Management group which included Internal Audit, Health, Safety & Environmental, Procurement/Sourcing, Fleet Management and Information Technology.  Mike has developed significant experience in driving operational excellence and setting strategic direction to ensure that the organization is prepared to respond to client demands, reduce corporate risk and achieve the defined goals.

Mike graduation from The Pennsylvania State University with a Bachelor’s degree in Accounting.  Mike lives in Franklin Park, PA with his wife and son and works out of Keystone’s Canonsburg office.

 
Jay Heckman

Jay Heckman

Vice President – Eastern Appalachia

Jay Heckman is the Vice President – Eastern Appalachia, responsible for Keystone’s Water Transfer Operations in Northern Pennsylvania. Jay brings to Keystone over 30 years of technical and managerial experience, spending much of his career in a management role for Snap-On Tools, a manufacturer’s representative for the world’s best hand tools and equipment. Later, Mr. Heckman founded Competition Converters, a manufacturer of high performance torque converters or use with automatic transmissions in drag racing and other performance applications.

Jay joined Keystone Clearwater during 2010 taking on the role to manage Keystone’s field operations as a result of his strong background in field management, customer service, and mechanical expertise. Since joining Keystone, Jay has been instrumental in the growth and development of Keystone’s operations providing direct management of many high profile water transfer projects, including on-pad water-transfer services, and fresh-water intake site development and installation.

Mr. Heckman studied at Lebanon Valley College and Williamsport Area Community College, receiving his Degree in Aviation Maintenance Technology. After graduation, Jay served the Pennsylvania Department of Transportation as an aircraft mechanic.  Presently, Jay lives with his wife in Elizabethtown, Pennsylvania.

 
Wes Cesa

Wes Cesa

Vice President - Western Appalachia

Wes Cesa is Keystone’s Vice President of Operations for its Western Appalachia Region. As Vice President, Mr. Cesa provides direct client support and management of Keystone’s Water Transfer in Southwest Pennsylvania, Ohio, and West Virginia. Mr. Cesa joined Keystone Clearwater in 2016 and has since served in various critical operational roles for the Company.

Mr. Cesa brings to Keystone significant experience and energy that drive the business in the Appalachian Basin. Prior to joining Keystone, Mr. Cesa obtained ten years of Water Management experience both on the service and operator side, supporting the Shale Gas Industry.

Mr. Cesa served in the USAF as a Civil Engineer, deployed to Iraq during Operation Iraqi freedom and Operation Enduring Freedom where he received combat Veteran status.

Mr. Cesa works out of the Canonsburg office and lives nearby with his wife and two children.

 
Stephanie Frank

Stephanie Frank

Director of Human Resources

As the Director of Human Resources for Keystone Clearwater Solutions, Stephanie manages all aspects of HR, including: employee relations, training/development, recruitment/retention, employee engagement, compliance, workers’ compensation, benefits, FMLA, as well as other facets of HR.

Stephanie has over 12 years of experience in Human Resources, and has held positions in a variety of industries, including: aerospace and defense, hospitality, and manufacturing.

Stephanie graduated Summa Cum Laude from Indiana University of Pennsylvania with a Master’s degree in Industrial and Labor Relations. She also graduated Summa Cum Laude from Indiana University of Pennsylvania with a Bachelor’s degree in Hospitality Management.

Stephanie also holds active PHR and SHRM-CP certifications. Stephanie is a member of the Pittsburgh Human Resources Association and a member of SHRM. Stephanie lives in Pittsburgh, PA with her husband and their three children. Stephanie works at the Canonsburg office.

 
Zach Zucco

Zach Zucco

Director of Health, Safety & Environment

As the Director of Health, Safety & Environment for Keystone Clearwater Solutions, Zach is responsible for establishing and administering Keystone’s commitment to provide a Safe work venue for employees. This position is also responsible for establishing and administering Keystone’s environmental compliance program and the Company’s commitment to zero-impact work practices.

Prior to joining Keystone, Zach was a Safety Director for a drilling company within the Oil & Gas industry. During that time, Zach was the acting Oil & Gas Chairperson of the American Society of Safety Professionals.

Zach had graduated Cum Laude from Slippery Rock University with a Bachelor’s degree in Safety Management. Zach lives in Delmont, PA with his wife and two children and works out of the Canonsburg office.
